Fleet 7 Additional By-laws

 

BY-LAWS FOR CAL 20s OF FLEET 7 RACING WITH SPINNAKERS ON THE COLUMBIA RIVER

THE OBJECTIVE SHALL BE TO PROMOTE CAL 20 RACING UNDER THE CALIFORNIA 20 CLASS ASSOCIATION RULES BUT WITH THE ADDITION OF SPINNAKERS.  TO VIGOROUSLY PROTECT THE ONE-DESIGN FEATURES OF THE CAL 20 AS DESIGNED BY C. WILLIAM LAPWORTH, AND BUILT BY JENSEN-WENKE OR ITS SUCCESSORS, AND AS ALLOWED BY THE CAL 20 ASSOCIATION BYLAWS.

MEASUREMENTS AND SPINNAKERS

  1. SPINNAKER POLE WILL BE EQUAL TO OR LESS THAN 7’ 4” FROM INSIDE JAW SURFACE TO INSIDE JAW SURFACE.
  2. THE SPINNAKER SHALL BE A THREE-CORNERED SAIL, SYMMETRICAL ABOUT ITS CENTER.
  3. SPINNAKERS MANUFACTURED AFTER MAY 15, 2000 SHALL HAVE A “LLS” EQUAL TO OR LESS THAN 22’ 0” AND A “G” EQUAL TO OR LESS THAN 13’ 2”.
    1. “LLS” IS THE GREATEST LENGTH OF SPINNAKER LUFF AND LEACH AS MEASURED AROUND THE EDGE OF THE SAIL.
    2. “G” IS THE MAXIMUM SPINNAKER GIRTH.
    3. SAILS SHALL BE MEASURED IN A DRY STATE, WITH JUST SUFFICIENT TENSION TO REMOVE WRINKLES ACROSS THE LINE OF THE MEASUREMENT BEING TAKEN.
    4. SPINNAKER MANUFACTURED PRIOR TO MAY 15, 2000 MAY HAVE AN AREA UP TO PHRF NW’s “CODE 5 STANDARD FOR A CLASS BOAT”.
  4. Spinnaker fabric must be woven nylon and have a finished minimum weight of .8 ounces per sailmakers yard.  This would allow Airx 600 and all other types of “3/4 oz.” materials.
  5. SPINNAKER HALYARDS SHIVES SHALL BE ATTACHED TO THE UPPER TANG OF THE CAST ALUMINUM BASE OF THE JUMPER STRUTS ASSEMBLY.
  6. A WHISKER POLE MAY BE USED ON A CLASS JIB BUT ONLY AS DEFINED IN ARTICLE XI, 3. OF THE NATIONAL BY-LAWS.
  7. P=23’0”,  E=10’0”,  I=22’0’’,  J=7’4”,  LLS=22’”, G=13’2”, THE TOP EDGE OF THE BOOM MAST BAND SHALL NOT BE MORE THAN 30” ABOVE THE DECK.

MOTORS

  1. BOATS SAILING ONE DESIGN IN SERIES WHERE PHRF RATINGS ARE USED TO DETERMINE AN OVERALL PLACE WILL ALL BE RATED AS IF THE MOTOR IS USED IN THE WELL AND REMOVED FROM THE WELL WHEN SAILING.
  2. MOTORS MAY BE USED ON THE TRANSOM OR IN THE WELL.

SAILS

  1. THE DEFINITION OF A SUIT OF SAILS FOR FLEET 7 SHALL INCLUDE ONE SPINNAKER, ONE JIB, AND ONE MAIN.  (SEE ARTICLE XI, OF THE NATIONAL BY-LAWS FOR LIMITATION ON THE PURCHASE OF SUITS OF SAILS)
  2. A CLASS JIB SHALL BE USED IN FLEET 7 RACING.
  3. ROLLER FURLING EQUIPMENT ON THE FORESTAY IS NOT ALLOWED.
  4. ALL BOATS ARE ENCOURAGED TO HAVE THEIR SAILS MEASURED.

MODIFICATIONS

  1. MODIFICATIONS MADE PRIOR TO THE PURCHASE OF A BOAT AND NOT ORDERED BY THE PURCHASER SHALL BE GENERALLY ALLOWED.
  2. LOCAL FLEET MEASURERS COMMITTEE MAY BE ASKED TO GIVE A RULING ON SUCH MODIFICATIONS IF THEY APPEAR TO PROVIDE AN UNFAIR ADVANTAGE.

MEASUREMENT PROTESTS

  1. REASONABLE GROUNDS MUST BE SHOWN BEFORE A MEASUREMENT PROTEST IS ACCEPTED.
  2. A MEASUREMENT PROTEST MUST BE IN WRITING AND ACCOMPANIED BY A $20 FILING FEE PAYABLE TO CAL 20 FLEET 7.  THE FILING FEE IS RETURNABLE IF THE PROTEST IS SUSTAINED.
  3. COST OF THE PROTEST SHALL BE BORNE BY THE LOSING PARTY, INCLUDING ANY FEES OR EXPENSES INVOLVED.
